Concerns over growing volatility and other risks have led three BPA preference customers—Benton, Pacific and Grays Harbor county PUDs—to switch from slice/block to load-following contracts starting Oct. 1, 2023.

The slice portion of the slice/block product provides firm power for net-requirements load and for the advanced sale of surplus energy based on the federal system's generation capability during the fiscal year.
